He's referring to "sakuga", and his definition is wrong too, it isn't cutting corners and then splurging, it's not even really a method, it's more about not restraining the animators, which results in people not only enjoying their work but being able to pick out the scenes of different specific animators.

I don't know what to call this but anytime someone does, I enjoy it.

Sakuga describes a moment when Japanese animation becomes very high quality and can be applied here but I think "single shot" or a "long take" might be better for what I'm describing since this obviously evolved from someone's love for film.
