Interestingly, they call out Chuckle being a strange fit in the commentary at the end. Here's how I see it though:
Frostbite's there because he remains calm under pressure. He's used to working in hostile environments, where exiting your vehicle could mean death in minutes. He's skilled with motor vehicles, both driving them and repairing them. Also, despite being trained for cold weather, he does his job equally well in the Sahara. Cybertron's nothing new for him.
As for Chuckles, I imagine he's there because they know Cobra have been working with the cons by this point. He's around in case they find a Cobra base, where he'll go undercover and pick up intel.
