The age of consent in most of the US is 16 and most of those have some sort of Romeo and Juliet laws. How is that worse than "nearly everywhere outside of America"? 16 is a common age and many countries with 16 as the age don't have any Romeo and Juliet laws.
Hell, in my state it's legal for a 17 year-old to have sex with a 13 year-old, which isn't even legal in most places with age of consent set at 13. Yeah, in some states it's pretty ridiculous, but this sort of thing happens when you let 50 separate parts of the country make their own laws about this (I do wonder why the western states mostly have higher ages. Maybe it has something to do with the time period when the western territories were gaining statehood? I dunno.)
And of course, your argument is based off of the fact that it's inherently good to let 50 year-olds have sex with 14 year-olds.
