Both of those shows are actively in production, taking a break between seasons to produce new episodes.
Steven Universe has several episodes that are finished, potentially the entire next season, and CN's held them off for month. I'm a big fan of both Venture Bros and Rick & Morty too, it's not at all a fair comparison.
