Looks like a typical "adventure/comedy/kitchen sink for the WHOLE FAMILY" generic material.
BUT, it might be good, or even great, if they focus all their attention on the execution. I once decided to check a very genetic show with a cool look. That show turned out to be amazing, thanks to the level of execution, and the amount of love Nerd Corps put into it.
In other words, if the creators REALLY TRY, Arctic Justice might end up with a solid 8.

Eh. Gist of what I said is they edited the concept art. Original made the red fox look like the main character and also made the arctic fox look female. The reality is that the arctic fox is male and is the main character. So they tweaked it.
The movie will be shit, but I really admire them for even releasing concept art and story details about a movie that isn't coming out until 2018. So many studios hide behind NDAs and won't even release a goddamn trailer until the year of release.

You really are spoiled. Not every studio has the budget to produce blockbuster animations. Many studios, especially those in foreign countries, do what they can with extremely limited financing and technological capacities.
Rock Dog is another movie that is coming out sometime in the near future. It was made for a fraction compared to what Zootopia cost. Yet I still think it looks pretty good. You can't just hate on everything that looks cheaper.

Even low budget movie level 2D is really fucking expensive and there aren't too many craftsmen in that field left for it to be feasible manpower wise. Rounding up a team big enough to make the movie in a reasonable timeframe would be impossible, unless you settle on craftsmen that turn in the new power puff girls level material and in that case the end result wouldn't look like the concept art anyways.
