That's the joke. It isn't anything political or implying he's less of a man, just fictional people overreacting to the slightest breach of their arbitrary conformity like real people do all the time.
For example, have you ever really thought about WHY it's bad to wear socks with sandals? It's pretty damn comfortable and not any less attractive than showing your bare hairy feet. Any situation where people would have a real reason to care, you wouldn't be allowed to wear sandals at all. But you just don't do it because the mob agrees it's bad, period.
This episode really fucking got to me.
I used to wear a T-Shirt underneath my work clothes with a picture of Supermans logo on.
One day my co-workers found out and started pretending I was superman and hiding my uniform under my clothes. They would simulate crime whenever I walked into the room to try and 'make me reveal my identity'. For example I walked into the break room once and one of my co-workers pretended he was mugging one of my other co-workers while shouting 'there is no superman here to save you'
Fucking hurt. Eventually I just started wearing a plain white shirt instead. When they found out someone printed a fake newspaper clipping to the work fridge about 'superman, where have you gone?'

Because it eliminates the entire purpose of sandals and looks silly? You wouldn't wear a sweater and shorts simultaneously, so why would you combine sandals, a shoe specifically for keeping you cool, and socks which are for keeping your feet warm?

Not him, but depends on what you mean by bullying. There was never a Nelson Muntz figure when I was in school, or much one-sided physical attacking, but there were kids who would single out others to be a jerk to, even actively antagonize. It was more common overall for someone to just be ostracized by vague contingents, sometimes for just being weird, sometimes for being a legitimate asshole.
