What's the max power of his blast? Who's the most powerful guy/being his blast could take down?

He was able to actually slow down World War Hulk that the Hulk had to struggle to reach him through the beam for a minute.

No actual hard number had been released (not that it would matter, writers don't read that shit ever), but his optic blasts effectively have unlimited range unless they hit something and have shown to be capable of leveling pretty much anything that isn't totally indestructible when he takes his visor off.

When it hits an object it dissipates because it's force is spent.
If it doesn't hit an object it will literally travel FOREVER in a straight line until it hits something, which is why he's so goddamn precise with his powers.

In affect he has a weapon of near-unlimited power (albiet only coming in the form of concussive force) with effectively unlimited range as long as he has line of sight available to him.
In once scene in Uncanny he was able basically to stand-in for a turret in a spaceship battle by just dragging people with his blasts in space.

Not quite light speed, but there's also a delay on Scott's part; he tries only to fire when he's SURE it will hit, and he needs to hit the switch on his visor or in his gloves to fire off a blast.
If you're fast enough you can be where he's not looking directly at (unless he's using a wide-spread beam pattern) and close with him and take him out before he gets a shot off because of this.

People have had the easiest time fighting him when they get into the melee with his teammates because then Scott won't fire without being extra sure.

Astonishing X-Men, Joss Whedon's run. His powers were temporarily suppressed, giving him control over his blasts for awhile.
Even if he did have control, he'd probably still use the visor because it gives him a lot of options in HOW he uses the blast by varying the focus of the lens.

For example here where he fires a pencil-thin beam and punches a hole effortlessly through Blob, who otherwise usually can't even by physically hurt.

The energy is literally from a dimension of punches, so theoretically, assuming that dimension is as large as the one he's in, he should be able to eye beam the entire universe.

In practice however what would happen is his head would explode, or the power would bottleneck behind his eyes (since the Summers family are supposed to be immune to their own powers) or I guess the upper limit would be the point at which he's punching the air so hard he starts causing gamma ray bursts and destroys everything within a couple of light years.

For Cyclops and not his cloned eyeballs, his eyes won't burn out. His body absorbs ambient energy, that energy is used to open up portals in his eyes. When his body doesn't have enough energy his eyes won't shoot out optic blasts, but it doesn't take long for him to recharge.

Basically, Scott could pass for normal as long as he stayed out of the sun, didn't intentionally absorb electricity, and stay away from great sources of heat.

others merely manipulate various powers with their mind. They can do that, but also they can suffuse the energy through their whole body, and they can possess limitless energy.
It was said that the reason scott needs a visor is a psychological block, and i think it was implied at some point that Sinister might have done something else to limit him, but that plot point never came to fruition. Without that block he'd be like vulcan but more powerful.

Essentially they can absorb store and manipulate limitless amounts of energy and enhance their own bodies with it.

Also at the time mutants didn't have a gene called X that gave them powers, but had different mutations which gave different powers. In fact in Genosha they changed mutations to give people different powers according to what type of slaves they needed.

In my headcanon it's unlimited, but sometimes it's hard for him to calculate exactly how much he should release to accomplish task and not ravage everything.

It heavily depends on how much writer hates him, because for people it's easy to believe that "well, he has just canons in his eyes, easy pickings" for some reason.
