For all we know, it could be on Earth-2 taking place 5-10 years before Earth-2 is even introduced. It would explain the art deco / gothic architecture and design of the show.

Gotham is intentionally made to not be set in one specific time like BTAS and the Burton films, you can't just assume it's set earlier in the Arrowverse.
