Positive Enforcement wouldn't help much but ignore the problems and force things away.
Sadness may help Fear to improve himself and Fear may help her get herself togheter because he's also pretty proactive when he's confident and safe.
She can solve problems with her sentimentality and down-to-earth perspective and eventually put some courage promisses on Fear instead of just simply pushing him into doing something he rightfully knows he's not prepared for, like Joy would do.
Sadness did make Joy achieve some character development, she would do the same to Fear.
