When Superman is done right it makes sense for him to be the leader. He's the most powerful, charismatic and has the love and respect of everyone else in the league. Superman would always lead the charge against any threat and wouldn't ask another member to put themselves in danger if it was something he could handle himself. Batman is the teams strategist. He comes up with better plans than Superman but he is callous and would use the league like tools. Not to mention Green Lantern would ignore his orders most of the time

The truth is that they pretend they let the rest of the team vote. But is only to make them feel good. Thats why the team needs to have 7 members: So they can vote when batman and superman want different things.
