I have a feeling that's exactly what's happening with RWBY Chibi. Rumor has it that the animation team is switching over entirely to Maya for Volume 4, and it's possible that Chibi is a way of easing the animation team (parts of which have been suffering through Poser for the last two years) into the new workflow.
The lighting is also a big part of what makes that still look so shitty. Thing is, it's been well-known since day 1 that RWBY character models do not work well with any kind of lighting effects (pic related), a few brief shots in the White trailer aside. So why does RWBY Chibi (going by that single still, anyway) have lighting turned back on?
Here's the thing: while it's better than the alternative, the total lack of any lighting on the character models in RWBY is one of the major reasons why the show looks so cheap, particularly in scenes that aren't action-heavy. So I'm thinking that RT is going to use Chibi as a testbed for trying different approaches to lighting, to see if they can't alleviate some of that cheapness.

But a show with simpler models and more limited animation might give the animation team more time to experiment with different lighting...effects, I guess? Crescent rose consolidated the concept to allow for only two modes. It's scythe mode looks to be thicker for a stronger cut allowing for it to be the primary melee form, where as Qrow's uses sword for it's main mode and scythe only for situational kills.
Ruby probably thought the Scythe was cooler and wanted that to be her weapons main form. Of course if you notice Ruby takes the same blocking stance with Penny's sword that Qrow takes with Winter, so it seems like he taught her how to wield something similar to his sword mode as well, she just opted not to use it.
Crescent Rose's gun mode however seems entirely unnecessery because it can fire in Scythe mode with no apparant difference in shots, to the point where Ruby usually doesn't bother using it.

We have no idea how Penny's design works though. People assume her soul recognized that she was "dead" when she shut off and left, but there's no way to know that. Her soul could be stored in a black box that's impossible to be easily destroyed and all they need to do is recover it and install it into the next Penny.
