That's exaty what he does. He's also the laziest superhero, because he's so fast. Frequently the rogues do something like rob a bank or armored truck. Flash comes in he talks to them, he pounds their ass, hog ties them and leave them for the cops. He also is the most friendly superhero. He stops and talks to everyone, he's like Spiderman in that case. Except his rogue gallery doesn't want him dead like Spidey's.

Cold has a comics bullshit cold shield that stops Flash from getting close to him. When he commits a crime he sets it up in advance in case The Flash shows up.
Weather Wizard can fly and surrounds himself with tornadoes and shit so Flash can't get close to him. He does this in advance when he's committing crimes in case Flash shows up.
Mirror Master can exist in another universe entirely impossible to navigate for anyone but himself, yet still interact with the real world through hardlight constructs. He does this in advance when he commits crimes incase Flash shows up.
When The Rogues are unprepared and Flash shows up he HAS disarmed them instantly without so much as a fight. The problem is he almost never catches Mirror Master (who can always break them out) and the Rogues rarely get caught with their pants down.
