This doesn't bother me much in cartoons, because characters can just be animated to avoid the shot in a logical manner.
It bothers me like crazy in live action though. When you put a character in a skirt, and then purposely avoid any situation where their skirt flips up or rises, it just grinds against the logic in the back of your head.
At least magical skirts in cartoons are just... a cartoon. But in live action it takes effort to make that happen, which makes it stick out.
