Anti-Venom came about in the comics when the symbiote tried to repossess Eddie after Mr. Negative cured his cancer, and got rejected by his white blood cells.
The character then goes on to heal the sick and the drug addicted while simultaneously vowing to rid the world of symbiotes. This was Eddies road to redemption.
USM Anti-Venom is a mindless lab experiment that kills symbiotes. Nothing more.

no. anti-venom was created when eddi brock, who was basically in constant symbiote/cancer chemotherapy, went to some asian guy with healing super powers to purge his cells of any traces of the symbiote. it never cured him, instead the bits of venom still inside eddies cells adapted to the constant asian-healing-man treatment and copied his powers to become the ANTI-venom. which the then treid to "cure" peter of the radiation in his blood aka his spider powers.
