Not really, Hank and Tony have made their own Avengers teams, hell if you ever been an Avenger at one point you can start your own team.
And Steve has been an Avenger since issue 4 if vol. 1 (and longer than the Hulk) he might not be founding but he is practically one of the older members and he held the fort when the founding Avengers bailed and helped shape up Quicksilver, Hawkeye, and Scarlet Witch.
