Probably has to do with Vacuo's location and climate. It's often been commented on that Vacuo is basically sitting at the edge of a desert and is very pro-faunus. That double whammy probably will tend to make them a bit more isolationist than the other kingdoms,especially given the supposed crap that's happened to faunus peoples over the years. I could see them retreating across the sand sea and just setting up miles of outposts and booby traps to see what happens.

It's still too early to know one way or the other.
This is a cgi anime based heavily on JRPG's and mythology, not a realistic setting. Things can appear exactly as they are, or they can be deceiving.
I'm not going to sit here and type out all of the same old theories that have been pointed out a thousand times. All the flaws and subtle hints that something isn't right with the entire scene and scenario as a whole, it's all been posted time and again.
It just feels like it's too early to say "She's definitely alive and coming back!" or "She's definitely dead and never returning!".
At the end of the day, neither side really knows shit.
If there no hint of her coming back in Volume 4, then yeah, she's probably dead. Like, dead dead. But we won't know that until volume 4, and while Miles and Kerry have referred to Pyrrha (And Roman) as 'dead' in a few conversations since the episode, they make a note of never going out of their way to confirm character deaths and maintain a watch and see attitude with the audience.
The only real, solid thing is the Jen Brown tweet, and given the trend of actors saying their characters are dead and they're done playing them only for the actor to come back and play the character a season later, I take it with a grain of salt.
While we know that Miles (And probably Kerry) isn't a fan of resurrections, we do know he/they aren't above it.
More importantly, we don't know what Monty had intended.
We also don't know if Miles and Kerry will ever be replaced, either in the long or short run of it. New writers tend to do what they want.

I need help on making a kamen rider themed character, I've had ideas going all around the place, but not sure how to place them. But the biggest problem is tackling how to balance his semblance.
His semblance is Armor Manifestation.
Armor has two scarves, which he can manipulate to grab things, hit things and stuff.
But here's the big problem I'm facing, I was planning to add the following as the additional powers to wearing the armor.
Increased physical ability, agility and defence
Elemental Manipulation with different armor forms by using dust. Accessing EVEN MORE different powers by changing forms. Which are balanced by differing disadvantages and advantages.
Evolving forms based on experience gained
I already feel this is pretty broken, though I don't have a ranged weapon for him in mind.
I also feel that this kinda character sticks out like a sore thumb.

I'm not sure how that is broken. Half of the Semblances can be boosted by Dust already. Nora's power lets her trade Aura for raw strength and speed, yours just adds defense to the mix. If you don't make the armor impregnable it should be fine.
Remember that all Semblances consume Aura so the more he abuses the defense and agility boosts the sooner he'll run out of juice.
Running out in a middle of a Hunter vs Hunter match is an instant death sentence.

It would make at least some sense. RWBY and JNPR are the main teams because they're supposed to be polar opposites.
Red Riding Hood, Belle, Snow White, and Goldilocks all have have happy endings.
All of RWBY are going to make it out of this ordeal alive.
They may face hardships.
The may face several close calls.
They may face the occasional dismemberment.
But they'll all survive and have their happily ever after.
JNPR, as we have all known from the beginning, is composed of tragedy.
Achilles, Thor, Mulan, and Joan of Arc all have tragic ends.
Jaune, however, is being set up for something grand simply due to how weak he starts.
Most people can't accept it because Jaune, as he existed in the first three volumes, was a goofball.
That Jaune isn't going to be around much longer. His smile and optimism. Gone. A facade is all that remains. A brave face for his comrades.
Jaune will have the most tragic end of all.
What should have been a strong, stalwart Paladin defending the weak with his shield, surrounded by good friends and a strong, beautiful scarlet haired wife...Will instead become a Black Knight casting down the weak with his sword, surrounded by grimm, his bed cold and his heart emptied.
Part of me hopes he recovers Pyrrha's circlet from Cinder when he kills her...Puts it on, cries one final time...And never takes it off. A constant reminder of his past weakness. The weakness that prevented him from saving the one thing he didn't know he was supposed to protect until it was too late.
Jaune is set up to be a tragic Hero.

A paladin, justice on two legs waging an endless crusade against the grimm, While Pyrrha's body was simply teleported over, the "List" from volume to potential high-quality bodies to offer up to Salem so she can turn them into powerful grimm, and Pyrrha turns out to be the ideal stock, becoming second in power only to Salem.
The final, final endgame battle would, ideally (For me), to be split into two different battles happening simultaneously.
RWBY having a traditional JRPG party battle against the final boss (Salem)
And a second battle between Jaune and Pyrrha, in one form or another on both sides. A traditional WRPG battle between one hero and one villain.
RWBY gets to do the big deal save the world hopes and dreams battle.
JNPR gets to do the more intimate, one on one duel that ends in a bittersweet victory.
But, I'm a fucking sucker for the "Former lovers destined to fight instead of being happy together" trope, assuming that's even a trope.
It's tragic, it's entertaining, and I never quite see enough of it.
What I don't want is for her to fucking come back and then everything goes back to business as usual. That's how you fuck up a resurrection, and that's what most people do when they bring fuckers back from the brink.
But at the same time, keeping her dead just seems like a waste of potential Greek tragedy.

To me Arkos was a modern Romeo & Juliet. Romeo & Juliet both die. Or so it seems to them at different times. I think Jaune & Pyrrha have further tragedies ahead before it's really over but that is all I will hope to predict. RT would be fools to not extend this 'love is tragedy' theme for all its worth it can add a very indepth element to RWBY but that's up to them. They could even make it a happy ending rather than the very tragic ending of Romeo & Juliet. But that is up to them. Really looking forward to this fall and Vol 4.

Nah, I think her death is fine as is. Her character arc as the perfect warrior who sacrificed everything, including her life, for the greater good is basically made pointless if she is resurrected. The final conflict will probably be Salem + four Maidens vs 5 good guy teams.
CFVY, SSSN, JN(X)R and CRDL(?) will each take on a Maiden, while RWBY takes on Salem herself.
The five teams will probably also have one each of Glynda, Qrow, Taiyang, Ironwood, Raven with them.
Literally every other surviving good guy character will be going at it with a massive Grimm force, save for perhaps a small non-combatant band who are in charge of shutting down some crucial mechanism.

Aside from RWBY, Salem, and potentially Ozpin and Jaune, we have absolutely no way of knowing what characters are going to be important down the line.
Hell, maybe next season that Peter Pan douchebag becomes important for the whole rest of the series. We don't know. M&K are really, really dead set on the only information we're given being that which exists in the show and the world of remnant segments (Aren't they stopping these now though due to Chibi?). They would rather talk about pointless shit in their podcasts like cooking pasta and dusting your house than talking about the damn show beyond "Yeah, we released a new episode and it crashed the servers. They won't even officially confirm character deaths. Yeah they refer to characters as "Dead" in conversation, they'd kind of have to to avoid potential spoilers.
