There was no way to measure Manhattan's capabilities because the mundane world offers no challenge to him. Why could he not just create thousands of giant clones of himself around the country and stop every nuke that way? Or casually eliminate every Russian who knows their access codes at the same time? He's too uncreative to ever test his powers and doesn't care enough to do it but there's really no reason that he couldn't turn the radioactive material in every bomb into helium if he feels like it.
