He just does, and no one finds it the least bit strange or noteworthy, like the fact he can use all the other character's powers.
I was expecting there'd be some kind of subversion, like Ping Pong found some kind of wish-granting/reality warping Shen Gong Wu that retconned the universe into having him be a monk.
This would also explain random inconsistencies and why the Shen Gong Wu have different names: the new reality was based on Ping Pong's half-knowledge of the monks and related stuff, so of course things wouldn't 100% line up with the old.
But no, you're just not supposed to notice the inconsistencies and Ping Pong is played straight.

Because Jack turned out to be a better character than literally 90% of the cast. Seriously, it's like the writers landed on a combo of voice, design, and animation the ended up more consistently interesting than all the other monks at their best, except maaaybe Raimundo. They didn't know ho to handle this so he floundered around a bunch and eventually they just gave up.
And in the new show they couldn't get the old VA so he may as well try and establish himself first. But then everything sucked and it ended before it got started.

Alright my memory of Chronicles isn't the best(though I'm kinda glad), this is what I remember.
Basically Omi wanted a new apprentice, he finds Ping Pong and both he and the monks take a liking to him. Then some other shit happens and Chase destroys the temple, and Wuya somehow got trapped in a slinky instead of a puzzle box and Jack frees her again.
The monks then go on a journey to find their new temple and a lot of pointless shit happens like Chase somehow using a shrimp to erase all animals which apparently throws the world into chaos. Then the monks find the new temple and apparently a talking tree who was the original dragon of wood, and Ping Pong is the new dragon of wood who can also use the other monks powers for some reason? Oh and Chase lays an egg he's also Omi's father but the series just flat out forgets it in the next episode so who cares.
Basically all of Chronicles is just one big pile of filler and terrible writing. I don't know how people thought it was good and why they were so keen on defending it.
Marathoned through it, thinking it would live up to the hype it had back when the show was about to start. Was thoroughly disappointed and wasted half a week's worth of time.

The egg and daughter are two separate things.
Chase made his 'daughter' first by pulling out one of his ribs and doing magic stuff to turn the rib into a girl.
The egg, on the other hand, happened some episodes later in the series. No explanation given as to why Chase laid an egg.
