More like "impossible" hypothetical. If that were to happen it's not Gotham anymore. The city itself is engineered to create Batman and will sustain itself and its own seedy underbelly for as long as it exists.
It's either a metaphor for human nature, Morrisonian hypershit, or having the city be literally built on a cursed hellmouth, but that's the fact. Gotham always will have need for a Batman.

Somebody posted a theory some time back that the real identity of Joker is basically Gotham City. A bunch of Jokers died, that's okay, Gotham just makes somebody the next one. If this is true, this city will never allow itself to not have enough crime to not need a batman. Shit, Bruce just tried to not be Batman, you saw what the city did when it didn't have a Joker or a Bat... it made a Bloom.
