to be fair in 2002 the effects wouldn't be anywhere near good enough to make a proper plastic man movie.

Compare it to Fantastic Four three years later, in which Reed Richards wasn't that impressive and the stuff he does with his body is way simpler than Plastic Man, and there's no way Plastic Man would have a budget allowing for the kinds of special effects they had in Fantastic Four.
