Personality seems to be based on Azzarello's Joker, given that he seems to have some form of mob association and has Johnny Frost as his right hand man.
In terms of appearance he looks like Morrison's Joker with tattoos and his outfits seem to be taken from Joker GN, DKR, and that Alex Ross portrait.
It's funny how Anarchy, being possibly one of the most complex and organized sociopolitical system, became synonym with chaos.
