I think it'd definitely lower the suicide rate because IIRC they often have unstable personalities and moodswings due to the changing levels of hormones and so forth.
The other part of it is most likely guilt about not passing, so that'd help too.

If it were just the medical physical and mental process of changing gender it would be one thing.
