I'd personally like to see some extremely happy and optimistic character be a foil to Punisher if say, they were forced to work together.

That one was interesting because it showed what would have happened if Frank's family were killed because of a huge battle between supervillains and superheros instead of criminals.
The story briefly touched upon the consequences of the super battles that New York always gets subjected to. People getting caught in the crossfire. If he had not met that organization of people who were horribly maimed by the fights heros and villains have all over the city. He would have not had any sort of means to pull it off.
I would have liked to see how he pulled off killing supers in that comic. He had all the time, dedication and resources to do it but they never showed how.

To me, the Punisher is more a storytelling device than a concrete character whose minutia we care about. The nature of the character is such that he's been the star of some of the most thoughtless, childish, ignorant and even psycopathic stories over the years. But he's a narratively powerful character and when used properly he can and has been the focus some of the harshest moral subversion in popular cape comics.
You usually aren't supposed to enjoy his stories on the same terms as most other super heroes. I think of him as a force of nature, there whether you like him or not; his role is determined, no grey area, he will punish those who prey on and thrive at the expense of the weak.
The way he comes into play with other superheroes is that the more they disrespect/underestimate him; he only has that much more of an advantage.
To sum him up shortly I'd say he's the foil to the hubris of evil in a world where consequences are usually taken lightly and that can be cathartic or enlightening.
