Black Manta and Zoom can still be threats outside of their main books and against other heroes. Joker is a crazy guy that typically just robs banks and uses guns. Most heroes would not have a whole lot of trouble with the guy.

Superfriends get the trinity, GL, Flash, and Firestorm.
Villains mostly have Bizarro, Sinestro, Grundy, and Brainiac. And way too many normals in pajamas. Scarecrow, Toyman, and silver age Cheetah really bring nothing. Cold and Riddler are somewhat helpful but still really outmatched. Lex is not even the smartest smart guy in the room.
