It's their first meeting, and they engage in a verbal spar, each trying to undermine the other. Quinzel concludes that the Joker craves for attention, Batman's attention in particular, and theorizes that, in his own warped way, the Joker is in love with Batman. The Joker fires back that he enjoys torturing people to see how long he can take them before they break, and claims all it took to break Batman was "a crowbar". He then comments that Quinzel's eyes betray that she's a novice psychologist, and vows to show her how easy it'll be to break her. Quinzel maintains her cool and ends the interview, and breaks down in fear once she's alone.

Why would electroshock do that. The chemicals are mysterious and unknown, so there's plenty of leeway, but electroshock doesn't work like that.

First off, Joker was in Arkham throughout the events of BvS. Batman only became more brutal after the events of Man of Steel, so even if he had run into the Joker at some point before that time, he wouldn't have tried to kill him even if he had wanted to. By the time Batman stopped giving a shit, Joker was already locked up.
Second, just because Bruce no longer cared about the lives of criminals for a while doesn't mean he was willing to kill directly with his own two hands. If you look closely in BvS, you'll notice that he never kills anybody directly outside of the Knightmare sequence. He often does things that GET people killed, and he's obviously stretching his one rule to within one micron of its breaking point, but that was probably the idea.
Here's what's cool though. Batman was clearly a beast even before he stopped giving a fuck. Imagine what Joker would have to be made of to survive against him without getting crippled for life. Leto and Affleck are going to have some interesting interactions, that's for sure.
