For all his talk about how Superman being above humanity, he's angry and jealous that he will never truly be in that position.
This is a man who is used to getting what he wants from people and lording it over them. He has amassed what we mere mortals recognize as true power and relishes every minute of it. From grandstanding about having to give up power to be the POTUS to being a little faggot who forces sentators to eat Jolly Ranchers, he desires absolute control. That's what you get when you strip away his good publicity (which changes according to the times we live in).
He's very good and very convincing at coming up with excuses for what he does. But Superman says it best: If he wanted to save the world, he would have already. Instead he amassed power and continues to reach for more.
Unparalelled ambition and the ruthlessness to carry it out, trumped only by his jealously at someone efforlessly more powerful and honest than him.
He's a complicated man, that Luthor.

It's mostly an ego thing mixed with an inferiority complex.
He comes up with tons of justifications for himself and others, but in the end the things he does are often incredibly petty and only really done to feed his obsession of proving himself Superman's better at any cost.
One humorous moment in World's Finest had Superman confronting Lana Lang (his childhood friend) as to why LexCorp (which she had recently become CEO of due to legal stuff) was still making "Kill Superman" products that made his life harder. It turns out the multi-billion dollar megacorporation Lex build now spends so much on creating these things made to fight Superman or make his life harder that ceasing all production on them would put out 70% of it's work force and cause a mild global recession on top of it because of all the legal and economic fuckery Lex did to fund and continue funding his obsession.
He signed it over to Lana Lang as CEO knowing that she wouldn't stop the weapons operations and that it would drive a wedge between her and Superman since he knew them to be friends. No other reason.
So yeah. He's a massively petty asshole.
