The writers have made it perfectly clear through this show that they don't give a diggity dang fuck about the comic book lore, and she hasn't anything narratively important this entire season beyond getting her sister back. They finally fixed her character and instead of doing anything with her sacrificed her running time to Felicity's love life and Thea's dead-boring bloodlust storyline.

There's a rumor one of the Olicity shippers made in ONTD which I can't find claiming that Katie was forced on the Arrow show, that Guggenheim hated her and made her character am alcoholic to try and get her to quit, that Felicity was the rising character and that they made Sara's character to get rid of Laurel, bunch of BS.

Depends on the show. Sometimes actor input gets taken into account by the writers, but ultimately it is the writers and producers who actually set up what happens in the show. That's why its pointless to bitch at the actors unless they are also the producers/writers.
House of Cards for example: both Spacey and Wright are producers and even direct some episodes, so they have alot of input.

I've been a comic fan since I was a kid. As hard as it is, I try not to be critical towards live action attempts at material. But looking at this image just gives me a bad taste in my mouth. These costume designs are what the X-Men would have been like Singer's first time around if he'd added color to the costumes.
