This was my case, after seeing TWS I wanted to read some Cap stuff. I was confused when I saw Steve was an old man and Bucky was having weird drug induced space adventures.
I started looking for older comics, but I feel like it was a bad move from Marvel to sideline Steve just when he had a succesful movie and people were getting interested in him. With all the talk about movie synergy, they did nothing of the sort when it came to Cap.

I think Bucky prefers working as the Winter Soldier without the responsibility and image and attention being Cap draws. He's more brutal in his methods than Sam and Steve.
