Kristen Bell got too much sway and made her quirky and a foot-in-mouth fuck-up in her own image.
The problem is that Anna is, essentially, a middle class commoner American contemporary girl. However, since Anna the character is a princess who's second in line to the throne, her middle class hopes and thinking only of herself come across as self-centred and obnoxious because she doesn't give a shit about her duties to the country
She's the main character when her sister was infinitely more interesting. Even putting aside how much I wish Elsa had just gone straight villain, Anna was a terrible choice for a lead.

She has control of them when her emotions are positive and lacks it when her emotions are negative. When she's riding on a high, everything is running smoothly, and when she's stressed she either forces herself to bury her feelings and calm down or it bubbles over and explodes outward in a way that turns into a horrible feedback loop.
She's emo because she's got the power to kill people and little to no means to stop it besides forcing it away. She learned to fear her power, which introduced negative emotions surrounding it, which destroyed her control, which makes the power leak more and in worse ways, which requires clamping down even more...etc. For years, all while trying to learn to be queen and being separated from her closest friend, and then dealing with her parents dying early. She's clearly got serious anxiety as a result.

Anna said it herself: "she's scared, she didn't mean it, she didn't mean any of it". Going after her with soldiers sends a really bad message, one that could frighten Elsa and makes things worse, and it slows Anna down, too. She took off on her horse because Elsa's on foot and can't move that fast, probably thinking that Elsa's going to be off for, at most, a few hours, so Hans' temporary placement as leader is more a matter of making sure the guests are under control than the kingdom is.

Elsa was shut within her room or stayed out of sight for over a decade. She couldn't even come out and attend their parent's fucking funeral.
Anna SHOULD HAVE had massive alarm bells ringing in her head; maybe something's seriously wrong with Elsa, maybe she has a health condition, maybe she's insane. In that case, Anna SHOULD HAVE been at least somehow preparing for the chance that Elsa has to abdicate and she needs to take the throne.
But noooooooooo, all she cares about is dresses and maybe getting it on with a hottie. Fuck she didn't even know where to stand in the coronation ball because she couldn't be arsed to learn the choreography for the most important state event in years and the biggest moment of her sister's life, when it would be important that the sisters give an impression of being able to run the country to the rest of the world.
Also, as second in line to the throne, she should have understood it's kind of important who she marries since, again, if Elsa catches a flu and dies or slips and hits her head and dies or turns out to be frail of health and dies it's Anna and the new mystery beau who will rule. But again, she doesn't give a shit.

First of all, she was way out of line causing a scene like that and embarrassing Elsa in her own coronation, in front of all the ambassadors. This is a state event of historical and political importance, where it's very, very important for Elsa to look good and capable in the eyes of the world, and Anna just shits all over that because waaah I wanna marry this guy the day after tomorrow - even refusing to have the conversation in private as Elsa requests. Incredibly spoiled and shitty.
However, once there's a crisis, she should stay and comfort the people manage the situation and arrange for a well-equipped search team, instead of stupidly just riding out into the snowy nighttime wilderness in a fucking ballgown and no equipment, no rations, no winter clothing, no map, no fucking nothing. She first drives away the queen and then rides off with practically zero explanation herself, leaving the people confused and panicked and leaderless, and almost indeed dies alone in the cold within a couple of hours before by sheer accident managing it into Oaken's. She almost obliterated the royal family of Arendelle within a couple of hours with her recklessness, leaving the throne empty and the country directionless. Fuck no wonder Hans thought the country is ripe for a coup.
She's a fucking idiot. She doesn't think about the consequences of her actions at all, she just acts according to her feelings. Also see how she needlessly aggravates Marshmallow. She pulls dumb shit and other people suffer for it.

"She's my sister, she would never hurt me." From Anna's perspective, this is true. Elsa reacted because she was scared and because Anna pushed her, so the conflict is personal. Anna is not afraid of Elsa, she knows the real problem is fear, so she's not going to send an army when Elsa's terrified, and she knows an army isn't justified when Elsa has no intention of harming anyone.
