While it isn't necessarily a rule, it seems to be that art styles in older anime tended to be more varied, whereas now they're more homogenized in the kawaii~ style, typically similar to Haruhi to some extent.
There are some modern anime that break that trend, but most, or at least the more popular series, tend to abide by the homogenization. At least as far as I've noticed.

It's probably a mix of that and an age-old issue with entertainment in general, in that while there are people that prize works that have a lot of effort put into them and break norms in the good way, it's safer to meet the lowest common denominator because it's more likely to be successful.
