This in turn is fed back to the brain. Or something the brain has constructed. He plans to use this psychic power to begin warping reality. Changing existence to what he wishes it to be. Where he and the others of the brotherhood are in power. A paradise of their own making but hell for everyone else.

The plot would actually have a pretty straightforward thrust for all its hippy dippy elements. The street would notice something wrong (yeah danny the streets in this) and alert the doom patrol who live in a compound on said street that travels to various cities throughout the world. They would investigate, some action would happen, they find out the plan, they defeat the brain in the end.
It would mostly focus on character rather than plot. How the doom patrol deal with the horrors of who they are, fit in the world, work with one another, do things differently from other super heroes.
The end wouldn't be all the bad guys die...the brain and monsieur Mallah would be imprisoned kind of. but actually put in a think tank so to speak. a lab from where they could work with the worlds governments who have them under lock and key to make the world a real paradise. The prison for them would actually be the brain and monsieur mallahs dream when they wanted to warp reality. A kind of super lab/jungle under a dome where they can work on their super science, and be together forever as they always truly wanted.

Professor X (Pierce Brosnon) rallies to assemble the X-Men after a terrorist attack in Dubai is blamed on Mutants.
Millionaire Industrialist John Screed (Tyler Perry) seeks to get revenge on Mutants after Magneto's last attack against humanity orphaned him as a child. Poison Ivy is head of a big bad company. Stallone is her head of security, later becomes Bane. Scarecrow is working for Ivy and experimenting by selling the drugs on the street. Lots of jacked up mutate thugs to be fought. They track down the main dealers, Joker-Pink & the remnants of the Joker Gang, who tips them to Scarecrow. After arguing how to go further Nightwing takes it upon himself to sneak into Ivy Towers. He's captured, tortured, and used as bait to call Batman out. Bat's breaks in and fights jacked up trained goons, not just street thugs this time. First introduction to Bane is pre-venom so Bat's beats Sly. Bat's finds Wing and saves him only to be attacked by Scarecrow filling the room with gas. Bane busts into the room and proceeds to pummel the distracted/hallucinating duo. Wing & Bats take juiced up Bane out as Ivy escapes. Bruce is seen at the batcave healing while the screen shows he's tracking Ivy (out of the country). Nightwing calls in and tells Bats that he's secured Harley and most of the Joker's gang (seen in the background tied up with Harley yammering away), but there's a problem. Harley's whole deal was working with Scarecrow & Ivy for them to bring the Joker back to life.
