So are time wraiths supposed to be the shows version of black flash/death? When we got the closeup of it's face, it was clearly a dead speedster, and sucked the life out of Barry like BF does in the comics, except it didn't flat out kill and disintegrate him when he was touched.

Probably. Zoom having a black suit kills any chance of them doing a normal looking black flash because it would confuse casual viewers. Time wraiths are probably the closest we'll ever get in terms of appearance and concept.
