Lets assume optic blasts are light and not punches from the punch dimension. The edge of the observable universe is roughly 45.7 billion light years away. So i would say yes. How far an optic blast could travel and still be powerful enough to do damage is altogether different.

At least in the Ultimate Universe, the optic blast dissipates after a certain while. Scott mentioned that his blasts couldn't leave the atmosphere
