Suicide Squad in its best incarnations has had a good mix of those out for redemption, those who are irredeemable and those who are just looking to get paid. What HAS been common to all of them is that they're all people, as in "really people who believe they are deserving of love and friendship". Some of them believe that delusionally, like Boomerang - some are wracked by it, like Deadshot.
Suicide Squad being that mix of individuals is what distinguishes it from similar stuff like the Thunderbolts, where everyone mostly ends up looking for redemption and they very much form a team that has a huge impact on each other. It's also what allows it to have a rapidly-shifting roster so successfully.
