Shows used to have 20-30+ episodes in a season easily and were mostly self contained episodic so people could tune in whenever.
With declining viewership shows are moving more towards overarching plot lines to retain viewers which doesn't need as many episodes so they have to have breaks to stretch out the limited amount.

1) They want to stretch the episodes out to minimize the hiatus between seasons (when you're watching the final episodes in May, they're already working on the stuff for fall)
2) (More importantly) they skip weeks if they think ratings will be low due to other events, or because more popular shows are airing. This is mostly based on the network rather than the show producers, and really hard to estimate in terms of when and why since I don't do Nielsen ratings for a living.
