While Betsy is a mutant and Brian's associated with them a lot, there's very little reason to believe he would have been included in the X-Men deal. If he is, he most likely is a shared character like Quicksilver, Scarlet Witch and presumably Alpha Flight (both Fox and Marvel movies have made references to them).

Captain Britain isn't Deadpool by a wide fucking margin. Fox have proven capable of that sort of tone, not so much when the source material is as fantastical as this. I'm also severely doubtful that the showrunners are diehard CapBrit fans who've been trying to get this off the ground for 11 years. Fuck I wouldn't expect the amount of dedication that made Deadpool good even if it WAS at Marvel.
