Do pawn shops really do this? Or was it just a silly way to show up that Punisher's got a good moral compass? I.e. "I kill people, but selling illegal videos? OVER THE LINE".

He was clearly being greedy. Frank asked him for one thing then another and another, all the while paying the guy big bucks. When Frank started leaving he tried to sell Frank more stuff, he was just extremely stupid for immediately bringing CP up when he didn't know who he was talking to (I mean just because he bought stuff like ammo and police equipment doesn't mean he wants child fucking too).

The guy was clearly crooked as he was willing to sell stolen police property. I doubt all clerks will try and sell you child porn. Also, it's not that said porn was illegal that got Frank angry, it's because his daughter was also barely twelve when she died, so hearing about some girl under twelve getting railed by some old dudes for cheap film pissed him off.

Nah it's contrived writing. This shit would NEVER happen in real life pretty much for the reason you see in the show. Not that the guy would get Franked but just because there's a massive difference between violent criminals and sexual deviants. A guy buying a police scanner and weapons on the black market isn't really more likely to be a pedophile or support a CP trade than any normie legally buying shit at a corner store.
