It'd be a closer fight then people think, but in water Namor would win; he's actually ridiculously physically strong and is easily capable of matching or exceeding the Hulk (and has done so several times) while hydrated.
On land, Aquaman could win because Namor dries out and looses strength a LOT faster then Aquaman does for whatever reason.

Atlantis was introduced in Aquaman first. Namor the character was introduced first 2 years prior but Aquaman is based off Tarzan where Tarzan is King of the Jungle, Aquaman is King of the Sea both sharing a connection to the animals of their domain.
In terms of who would Aquaman is faster, continously carries around a weapon that would decapitate Namor again, and if we go by the longer history could tp Namor into killing himself.
Also when Aquaman lost his hand he was depowered being weakened by a machine of Piranha Man's making a guy buy the end of Pre-Flashpoint would stomp Aquaman and Namor together at the same time.
The other time his main Antagonist cut it off you know the villain who builds stuff based on to hurt Aquaman

In regards to strength he has feats like oneshotting Olympian whose suppose to be as strong as Hercules, Oneshotting Power Ring. Outmatching Despero and so on.
In water he's said able to trail a flying Wonder Woman. Mimic Flash abilities and kept up with Wally while they were going to stop a civil war, and he's suppose to be quicker on land.

Luke is an exception because he's supposed to be like the only guy in comics whose power is JUST bulletproof skin and he's not meant to have strength to go with it, though writers often ignore that.
Every other brick character is just supposed to be durable in equal measure to how strong they are, because being strong is the very reason they're durable.
