Let's break it down. I'd like to think no one would put in the massive amount of effort to make a cartoon just for the punchline to be intentionally unfunny. In comedy there's a few paths to making people laugh.
It seems like Max wanted to subvert expectations. Thing is it has to make a sort of sense for that to work. You can't have a joke about a dentist late for work and end it with a dragon eating him.Unless the dragon was his appointment and the last panel is him working on the dragons teeth.
