They're pretty common in the Mega Man fangame community. Of course, they're pretty much a necessity in that context.
They're also pretty common in the Mega Man official games. Quite a few of the "real" Robot Masters were fan-submitted.
I think the real reason we don't hear a lot about OC Robot Masters is because the Mega Man fandom isn't a traditional target of bashers. You hear a lot of madlibs from them about how the ____ fandom is horrible and is shamefully creating fanart and fanfiction and fangames and oh its so horrid, but you rarely see "Mega Man" in that blank spot.

The movies sucked cock and honestly, there's not a whole lot you can do with any of the Silent Hills unless you want to be unfaithful to whats illustrated in the games because everything there is to the story is already told- while you can create your own OC donutsteel edition, adapting them to an animated series wouldn't be very exciting because you'd just be taking the cutscenes and animating the gameplay a little bit, not wholly creative. And the last couple people who created their own original SH stories sucked ass.

I'm not entirely sure how well a Legends cartoon would work. On one hand, the Bonnes are hugely popular and would be even more so, Glyde's group probably would too, and Roll absolutely loves to chat on and on in ruins about unrelated stuff (which is fine, since puzzles are usually obvious or she says what I need to hear beforehand).
On the other hand though until Legends 2 the villains were either silent Reaverbots, the Bonnes, or Megaman Juno at the end. I could see it happening, and I can see it either being absolutely fantastic, or a complete mess.
I;d probably still watch it though regardless.

Final Fantasy VI could be an animated fantasy epic trilogy by Pixar (they have proven they can do realistic humans with little to no uncanny valley with Inside Out). If Pixar won't do the FF6 Trilogy, then give it to Visual Works (Advent Children).

X and Zero are prime pickings for animated adaptions. Classic can fit a self contain or overarching series easily and properly. Battle Network had a damn successful show.

The artstyle would make a great cartoon.
Wario as a whole.
The main character himself has human flaws and desires that easily draw him into conflicts and quests, a tolerance for pain and tendency for face faults that make him the ideal target of slapstick, hidden morality that makes him possible to root for, and a presence that makes him marketable without being as "mainstream" and incorruptible as Mario.
The Wario Land series and Wario World provide a framework for adventure, with a sizable number of fantastic locations, goofy artifacts, genuinely evil villains, scenes with Wario being squashed/frozen/burnt that fit classic comedy perfectly, and pirate/princess waifus.
The Wario Ware series provides a framework for situational comedy, more absurdist humor, allies for adventures, cozy taxi rides, and a pizza delivery waifu.
The sports spinoffs and the Wario's Warehouse blog, provide a framework for Waluigi.
All of these provide a framework for nice music.
Combine them together, and you have the basis for interesting character interactions, colorful backgrounds, fast-paced action and humor, real threats, a protagonist who doesn't have to always win (see: Mario) or always have to lose (see: Eds), and waifus.
After that, what >>81181233 said, because cool tech, funny villain team, EXPLORATION, and pirate/mechanic/police waifus. I'm not going to claim Legends is underrated, or even a good game, or that other Mega Men don't fit - something like Megamix would be astounding. I just really enjoy the Legends setting. Would probably work best in animated movie format rather than episodic, though. And Kid Chameleon would work perfectly.

As we should all know, Megaman was originally designed to just be a humble lab assistant, then Dr Wily became an asshole bent on world domination and Dr Light had to fit Megaman with the mega-buster and ability to copy the powers of defeated robot masters and he became a courageous hero who thwarted Dr Wily's schemes numerous times.
In my version, I'd like to really emphasize that Megaman is just a timid lab assistant who is very far from courageous or capable of combating anybody. Out of necessity, Dr Light puts a chip inside of Megaman that puts his regular consciousness into a sleep state and he goes into a emotionless robot-killer mode. After he destroys a robot master and they're reduced to just broken scrap, Megaman's killer-mode turns off and awakens as the wimpy lab assistant again and gets horrified by the mangled sight of the robots that fell to his hands.

Not sure about a movie but I think a Mighty Switch Force tv series could work. Base it somewhat off of the mlaatr series but with more serious fight scenes, and a better focus on her being a robot, her questioning life ethics, and how others treat her and other ai. Place it shortly after leaving the training academy but before the main games with her obtaining a job as one of the first ai to work in the police force.
Many of her co-workers don't like her as they believe she and other ai will eventually replace them. She could have a human co worker who looks pass the fact she is a robot, and maybe a few others that aren't on the force who could be her brad, tucker and sheldon. Introduce some other ai, maybe a hatsune miku like ai who, while famouse, is used more like a tool by her creators instead of an actual person.
As far as villians go, I think they should possibly ignore the hooligan sisters, possibly make them side characters from before they became bad and work up a backstory. Aside from normal everyday criminals, we could give several villians a gimmick like one is able to hack technology to disable certain bodyparts and weapons, another messes with her switching ability similar to what is used for the game's bosses, another uses viruses to program weird things into robotics or pw, and then strikes or uses other advanced technology now common within the world to defend himself with as well as one that uses genetically engineered monsters to do her bidding.
