You can pretty safely guess that the reveal will be that he's a multiversal constant or something. Johns is a student of the hypercrisis but he is more heavy handed in his delivery. He'll more directly state it than going symbolic with it, but it's kind of like how Superman embodied "the hero will defeat the villain" in Superman Beyond. Joker will basically be the embodiment of Batman's nemesis or something.
