The Kaio Ken is completely unrelated to what you're talking about. The Kaio Ken actually amplifies a person's power multiplicatively at the cost of severe stamina drain afterwards. What Piccolo and the rest are doing is just micro managing the power they have and concentrating it into very brief bursts, causing huge spikes in their power level for only a few seconds. It's probably tiring to keep doing it but it's not the overwhelming drain that Kaio Ken causes.
