Has there ever been a superhero comic book, where the hero(es) have been able to end all crime and evil in the world (like Moore's Miracleman), but some new terror activity emerges years later, and is revealed to be done by one of the ex-heroes, because he felt he needed the crime in his life to have a self purpose?

(No, I haven't read Gaiman's follow-up, so I don't know does that happen in it.)

Multiversity doesn't count, they weren't doing it because they needed self-purpose. Alexis Luthor was doing it because her boyfriend's friends didn't like her and Jakeem Thunder was doing it because his girlfriend left him.

Fury Volume 2 has something similar, as does Mangaverse Nick Fury.

Strong Female Protagonist doesn't quite fit, but it has a setting that's turning post-superheroic and one of the villains is a super who has started murdering criminals.

Halycon is close.

actually i thought the entire point of this was that the batman character realized that the villain was setting up the apocalypse because they couldn't be violent but had an overwhelming urge to stockpile weapons.
