This is one of my top 5 movies. I have no idea why, but it's one of the only films that I can watch over and over without getting bored.

I'm already thinking up ideas.
Game system would have reputation, which would determine how you/your team's exploits are reported by the media. At the start it would be "some unknown individual", the goal of the game being to work up to the point where you get recognized by your superhero name, and you lose if you drop so much rep that you don't even get mentioned in events anymore. You gain rep by completing "superhero actions"(stopping criminals, saving people, and so on), no matter how half-assed the job was done, and lose rep by failing the SA's completely. That way even a bungled job isn't an insta-fail or team-wipe. This is important, since there will be out-of-league SA's on a regular basis. In those, the player(s) will either be up against a supervillian way out of their class, or trying to work with a A-lister superhero against a team of supervillians. These out-of-league SA's will have a much higher chance of failure(due to higher difficulty), but also a much greater payoff. TBC

Players would start with about $1000 for supplies and equipment plus costumes that confer no benefits, to reflect the fact they are Z-list heroes. Money would be awarded proportionally to rep for SA's. Player's powers must either be kinda crappy or non-existent. Mooks don't use guns, and heroes aren't supposed to kill either. A major villain might carry a gun, but is likely to suffer from Stormtrooper aim. Upgrading is done mainly through getting better gear to use, like getting enough money for your own heromobile.

Rep also has an effect on difficulty. At the start, everyone will live at home in the suburbs, and have no problems. But once the hero gets enough rep, it's no longer safe to stay there, and they may need to think about moving into an abandoned warehouse someplace. The higher your rep gets, the more secure of a "home base" you need to have. Also, the more rep you have, the more enemies will consider you a threat and act appropriately. Starting off, mooks will leave 3-4 guys behind to deal with you and the rest will find something more interesting to do. Once your rep gets high, the moment you are spotted they will be hitting the alarm and everyone will come running.

The idea is that even though you get stronger with better gear, the game doesn't get any easier, and failure is going to happen more than once.
