My impression is that rather giving her a piece of Carnage's power he accidentally gave her a piece of Cletus's power. He said the book changed them both in different ways.
This was ok, it seems Carnage is mutating in some new way as well. Venom symbiote is sentient so maybe they are having Carnage become its own person as well.
