Here is how you do it. Bizzaro is created and Lex uses him to do the Africa stuff and genreally cause a bad wrap for Superman.
Superman shows up for the hearing to prolcaim his innocence. Middle of the hearing the now distablizing Bizzaro shows up busting into the hearing with a "NO ME AM SUPERMAN" Then him and Supes have a fight and Bizzaro escapes back to Lex all beaten and still falling apart.
Bizarro lets out a plantive "Help me father" or similar. Luthor pops him back in the pod and he tries to regen him and so he gestates while Luthor kidnapped Martha and the rest of the stuff is going.
Then climax Bizzaro Doomsday breaks out and things go somewhat like it did.
