Tough question, I'll try my best.
Simply put, desu translates to "be/is" but it isn't a literal translation, you wouldn't slot out desu and put one of those words in its place.
Take the phrase "watashi wa Bobby desu", you'd translate it as "I'm Bobby" but a literal translation of the words would be more like "Me Bobby is".
But when you see anons using it, it's either being word filtered like >>81019370 points out or anons are just memeing.
The word 'desu' just pops up a lot in Japanese, at the end of sentences, so anons have borrowed it and just put it at the end of their sentences to sound more "in".

No one's supposed to be able to do anything. Not until it's been established. Dick is "supposed to" be able to beat Bronze Tiger. Because Dick did. And from now on, whenever they fight, he technically should. That is, until this run is ignored or retconned out with Rebirth or whatever, in which case, they'll need to re-establish it again.
If you're going to go full "power levels" with these guys, at least be aware that power levels are inconsistent between universes and reboots and the like. This is a different Dick Grayson, a different David Cain, a different Shiva.
Also, it wasn't even Higgins who wrote the issue with Shiva, IIRC. And even then, Dick held back the whole fight because he was fighting injured, I think it was broken ribs, and at the end, Dick succeeded in stopping her from killing Sonia and actually got complimented by her (something about how much potential he has and all that, you know, the usual bland stuff).
