Best bet if you want the kids is to have Wally and the kids come from Convergence without her and have them deal with that otherwise you're dealing with a somewhat deaged Wally and maybe bringing his kids to the present via time travel, but I don't see how you get Linda too. Maybe you just throw in some excuse for them finding her after Convergence and getting thrown into the main universe afterward, but that's about it.

Hal and Ollie are both fleshed out complex characters, they didn't add Ollie to the book because Hal was "too boring", hell if you read the letters from O'Neil's run half of them wanted Ollie gone
Hal wasn't boring or bland before Parallax, that was literally a sales stunt and I doubt anybody thinks Knightfall or DAROS or Ollie's death happened because Bruce/Supes/Ollie were too boring
