Chloe's personality probably means she'd most likely not be any trouble to Vicky, come to think of it. She's good at looking good to older folks while alienating everyone her age. For me, I realised Chloe's reason for existing after watching the first 3 episodes, and especially that part where Crocker calls her the opposite of Timmy. Tootie wasnt different enough. They wanted someone to literally be completely different from him so that they could push against each other, and offer a voice none of the other characters could offer. That's why Sparky sucked, he often felt too close to Cosmo. If they made him a recurring character rather than a main one and played up that con artist aspect of him he'd have been pretty good, I think.
