I've seen that picture, it's just fanart. Someone saw one of the very early concept arts for the Snow Queen, from 2003 or something where the Snow Queen looked like a blonde woman in fur and got so inspired they drew a fanart where the Queen momma from the movie meets this old concept art snow queen while pregnant. The character wasn't a "witch", it was an early version of Elsa herself.
It wasn't "the original explanation". It's all fanart and AU fanfic.
Anyhow Snow Queen was in production at Disney since the 1930's or something like that, so there's been a lot of versions of the story over the decades.

The main reason why Queen Elsa's eyebrows are significantly darker than her platinum blonde locks is that eyebrows are critical to character expressions. Though not all cartoon characters have eyebrows (first to mind is Matt Groening's works), Walt Disney Animation Studios strives for realism [to an extent] in their designs of adult human characters. Light eyebrows would be difficult to see on a porcelain-skinned starring character & would disrupt the Disney style as well as the storytelling (a fraction of the audience's attention would focus on Elsa's Where's Waldo eyebrows).
